Individual missions are a suckers play. Almost none of them return value on their own (besides the Live ones of course), so they are only worth it if you do all of them and get the set reward cards. You also want to plan out your strategy in advance so that you get the cards that overlap multiple collections.
The best way is never focusing on a single collection but rather buying up anything that is low priced when you see it and over time they will all start to fill in until you can target just a few cards. I would search for any historical silver and just buy all of the ones I didn't have that were under 600 PP or so.
