That sounds like a normal amount of time. The problem lies in OOTP’s file structure. I don’t mean to sound like I know how to fix it. I’m sure there’s a good reason why it is the way it is. But every item has its own file so your saved game could consist of a million files. It’s simply takes a long time to copy that many files even if each file is very small
