While importing players some countries won't work. There is wrong city of birth and I think that is why players don't have fluent language either.

Countries tested that won't work:

Belarus

Actually all players have wrong city of birth. However if that is from different country then player won't have fluent language. I think Custom Games (tested only with custom game) won't have correct cities.dat file?
