Yeah, it looks like the custom game's cities.dat is slightly different that the other formats; not sure why, it shouldn't be. If that's all it is, should be easy to fix, at least. A little experimentation shows that if you copy cities.dat from \quickstart_games\Historical.quick into the save folder of the custom game, overwriting the one that's there, it seems to fix that problem, but it breaks the city data for many/most existing players and teams.
