I have a hard time running teams with reserve rosters for this reason, I almost always use at least 3 minors levels when I play a league. Then you can have 18-20 or so at the lowest level, college guys and 21-24 or so at the next level, and the castoffs and 25+ at the highest minor level. I don't know that it effects development, especially compared to reserves, but I like judging stats among equal(ish) competition.
