That's pretty much what I did. I had the settings at Extremely Low before, and then had an event of a stimpacks shortage. After the shortage, I moved the Injury Frequency to Normal (OOTP Classic) but later decided to dial it down to Low after the frequency was more than I intended.
For those who do not know about stimpacks, this is from the Wiki (
