Where did you buy it?
Sounds like something got corrupted or missed in your download. If Steam I think there is an option to verify files and it will fix any issues. If from OOTP dev. directly I'd try redownloading, uninstall,
and install from the new download.
If that fails file a support ticket and maybe mention it in the bugs section.
