My understanding is that they work more hand-in-hand.
For example, if you have bunting on Very Often but the modifier for Sac Bunts was low - you'd see a lot of failed bunts. The "meta" is to bunt and move runners along...but everyone kinda sucks at it except for maybe the 75 or 80's.
Or stealing to Very Often and the SB Success at like .300. You'll probably have a league where 50% SB success is elite and those guys put up a result like 45 SB 42 CS.
As opposed to same settings but 2.000 steal success... you get 87 SB, 0 CS and that would be closer to the norm (85% might be bad)
Framework indeed for the "meta" of your league. Then the LTM and everything on the right side impacts event/success rates.
