Its much more common among pitchers than position players. In just looking over the current Top 20 list, 2 position players were drafted in the 2nd round while 1 was drafted in the 3rd.
But half of the pitchers in the Top 20 were drafted after the 1st round: 4 in the 2nd, 1 in the 4th, 3 in the 6th and 2 in the 8th. The amateur draft in the ULB goes 10 rounds.
Among them, Sherlock is rated the highest at #3. Cobourg's Marcus Turvill (8th round) is 7th overall. Turvill went from 20/20 in 1945 to 57/57 today. I don't know how much of an affect importing the League through the various editions of OOTP has affected the development of players versus had I not imported the League like others have done. I suspect it does.
(As an aside, back in Dec/Jan when my circumstances didn't allow me to update the dynasty, I imported the League into OOTP21 as an 'unofficial' sim and simmed to 1960 just to relieve boredom. Instead of the Generals winning it all, it was the Red Stockings over the Unions. But Pulberry's Aidan Thirkettle was still awesome. The most amusing thing I found in that unofficial sim, is that the Hespeler Stars came out of nowhere one year and won it all, then quickly went back to obscurity.)
