Help setting up a league

Hello, I've been wanting to set up a historical league where the OOTP talent development engine handles progression and real players are in the draft class as appropriate.
However, I would like to have fictional players sprinkled in, as when you get close to modern day the draft classes always end up with barely enough players to fill out a round. Also, within a few years every single team is deep in debt. From the Rays to the Yankees, they are all dramatically over budget and I can't trade with anyone without taking on huge contracts, even league minimum guys. I also would like to include the full minor league system from the start season to get some of my favorite busts from the past a chance to be a role player.

Is there any suggestions to make a league like this? I keep trying to run what if scenarios for recent players (last 10 or so years mostly) and just a few years in I lose interest from the budget issues, microscopic draft classes, and overall lack of depth present in the league.

Is there no way to get the quickstart experience with historical rosters?
