Maybe PM the mod and let him know you didn't get the email and to please send the instructions again? They're certainly not going to duck an issue by saying they sent an email if they didn't. The worst I think you could possibly see is them being backed up and having to wait a bit for help. Though this doesn't seem to happen a lot either. Now if you don't follow up and communicate they can't be expected to know what is happening on your end.

OOTP customer support is very good. They worked with me last year on a problem (brand new computer crashed to reboot only while playing OOTP) they were pretty sure was my computer and nothing to do with OOTP. Their first response noted a crash to reboot is usually a hardware issue, and yet a number of emails with suggestions to try to find the problem were sent from OOTP Dev. They even linked me to some software that could possibly diagnose the problem if it was indeed a hardware issue on my computer. They had no obligation to do this. They could have said "it's not an OOTP issue" and left it at that.

Then after about 4 months of this it finally crashed to reboot while using another application. In the end my brand new computer went into the companies service center twice and they could not fix the issue. They ended up replacing it with another new machine.

There is a glitch in the communication somewhere. Follow up with OOTP support and they'll do their best to make it right.
