Referencing back to that photo (and I apologize if positive IDs have been made earlier and I missed it), rather than the player seated, I believe Jiggs, listed at 5'11", 160 lbs., with a heavy, flat brow, is the player standing, second from right, next to 5'7" Bill Whitrock far right. I also believe that John Cahill is seated on the ground, lower right.

George McVey (identified as middle row far left) joined the Portland club in mid-September of 1890. The Tacoma Ledger wrote on September 15 The features of the game were the fielding of McVey, Portlands new short-stop
(pg 6). From then until the end of the season, there were only twelve players on the Portland roster, plus the manager. This makes the likely players in the photo:
Edwin L. Breckinridge (6 2); Frank S. Buchtel; John F. Cahill (5 7); Bill Hassamer (6 0); Harry V. Hulin; Gus Land (6 0); George McVey (6 1); Thomas Parrott (5 10); Jiggs (Will) Parrott (5 11); Joe Schachern (5 9); Pat Whittaker (5 10); Bill Wittrock (5 7); Manager Henry Harris.
A photo of Buchtel is attached, as is one of Harry Hulin, which is found in a composite of the 1889 Stockton club, for whom he played under the name Howard. (See the San Francisco Call, November 2, 1890: 8.) I believe Hulin is the first player on the left in the back row, while Buchtel is in the front left.
I have not seen photos of Breckenridge, Land and Schachern. Schachern was signed by Baltimore briefly in 1895 or 1896 (lost track of the reference), but never played for them. The others were career minor leaguers.
