Maybe teams just weren't supposed to sign players who were 4 or more months out and once it gets below a certain number of days, then signings are possible?

Yeah, that's the way it's supposed to work, once he's under the threshold they can sign him - the original length of the injury isn't checked, just the current time remaining.
