I notice that some of the Independent Leagues have the "owner decides budget" feature enabled while other do not. Is this done on purpose for a reason, or is it just because the leagues were put together by different people, some who happen to enable it, while others did not???

I am just wondering if there was a reason for the differences? I'd rather have all my leagues on the same page, but I am not sure if I should touch anything when it comes to budgets.
