You need to look at it as, "this is our first offer". It's literally a negotiation. Unless you're bidding against other teams, nobody makes their first offer their best offer.
If the AI can get Price from you for a stupid low price, they would. They want to take advantage of you, just like you want to take advantage of them.
I see nothing wrong with the AI lowballing me for players I have on the Trade Block. If they are on the TB, it means that I want to trade them.
