You should follow these steps.
1) un-license the game if you plan to never use the old PC.
2) install ootp on the new PC. license the game.
3) copy the saved_game folder from your one-drive to the new PC
4) you may have to copy any ballparks, jerseys, logos, ballcaps, bb_cards, fg_files or sounds that you still need to the new PC.
That should do it. I don't use the Steam version so I can't tell you the correct paths for the install.
