It doesn't improve it beyond 20/20, but it looks like there's a bug at the moment that allows teams to reach 20 with something less than the maximum scouting spending level, we'll have to fix that.
The bonuses/penalties are increases/decreases in the player development bonus awarded on the training screen. Come to think of it, we should probably incorporate them into the number displayed on that screen to make that a little clearer.
