It should be a day or two before the draft. Just sim to the draft, select "AI finish draft" or do it manually - results will be the same either way.
You'll see no players left in the draft but it keeps going for a few more rounds. Round 9 you'll see Zubov and Federov being selected (as well as other players who are above half a star which make up a large portion of the later rounds in the draft).
I don't know if I missed similar issues in previous years (I started in 1985) or if this is the first time players (stars) are taken who aren't even showing up as available.
