Interesting that you've already played around with stuff like that, and definitely along the lines I'm thinking. I think the numbers in each tier may need to be kind of dynamic, in order to match teams best. It might be interesting to come up with some kind of weekly ranking system which could help with matching teams up? (Edit: Doh! With only OL teams, the tables would clearly rank the teams well enough
, so it would just be a case of deciding how best to divide the numbers up between the tiers.)
