One way to do that might be to have the AI consider where a player ranks in franchise history - in the OP’s save, Stamkos is presumably far and away the #1 player in franchise history in those numbers - and in particular where they ranked in the era they played. The fact that he was a long time captain could be a consideration as well, not to mention the fact that he’s in the HOF.
That said, the automatic qualifiers should also probably just be lowered in general. There’s nobody even close to 563 goals with one franchise who doesn’t have their number retired by that franchise - all 21 players who have even 500 goals with one franchise either have their number retired or undoubtedly will once they stop playing. (Sidney Crosby’s about to become the 22nd.)
