Apologies if this has been addressed before but it's something I've found since the scouting points issue was updated a few patches back.

For instance in my current Flames franchise, our default scouting is 13 for all the regions of Canada, I hired some more scouts and despite their individual proficiencies in the various regions of Canada the score didnt move above 13.

I understand that we must invest the points into scouting now to take it up to the maximum. However on the monthly budget screen to allocate this we are given +5 as the maximum we can invest which would only take the proficiency up to 18 out of 20 for all areas. Is it just not possible to now get the level up to the maximum of 20?
