Stop assuming that you know so much more than anyone else, as you obviously don't understand what the game does upon installation. If you didn't install your copy of OOTP22 with Steam, then you obviously have no knowledge of what you are talking about, and I can't help you understand because you are having an issue with a very simple concept.

As I have said, I have used Steam on a couple of older versions, and they work fine. I just prefer not to use Steam as I have more control of updates, add-ons, etc. When you use steam, it still installs all the game files in your Documents folder, as shown in the picture I uploaded before. As you can see from the picture you uploaded, the ballparks folder you are trying to use is in the Steam folder in your Program Files (x86). That is why it is not working correctly. I have a hell of a lot more knowledge about this game that you do! I am finished trying to help you. I suggest you ask on the Tech Support page of the forum.
