Second question, I've had players on trade block for several months and never received even one trade offer, including last season. Same players will get snatched off from waivers though, if I try that option.

Draft eligible players in historical modes are considered free agents until the draft day, so there is no set way to look at the draft class per say like you would in current day.
There are a few ways around it (for example, on July 1st, you should receive an email stating the new players of note to enter the universe...you can shortlist them), and you can kind of find what you're looking for through the use of filters in Free Agency, but there is not a centralized place that I know of.
As for players on the trading block, offers usually will come if the player has some form of value. I find the star rating to be misleading - I usually stick to the role ratings for players - players whose highest role rating is 9 or under tend to not generate many offers, but could be claimed on waivers by a desperate team that needs the position filled, but doesn't want to expend the assets.
