There should be no offseason restrictions on spending / resigning. When I sign prospects that are meant to play in the AHL the next season, they shouldn't be impacting my cap and my ability to sign a free agent due to being 'over budget'.
On the FA signing page under Team Financial Info its saying my Payroll Budget is $108M and current payroll is $89M however my Money Remaining is only $1.7M. Shouldn't it be the difference between my budget and my payroll? The reason was because I have an open negotiation with a player for an $11M contract however I have not offered him anything firm, just had the "offer contract" open to see what he wanted and I know if I close it, he won't negotiate with me for a period of time. That shouldn't be impacting my budget at all or ability to sign players. Especially when the new contract negotiation won't come into effect until next season at which point I have a ton of other large contracts ending and will be way within my budget even if I make a couple of big signings this offseason.
In addition, on the same screen, my Cap Hit is $88M on this screen however on the Cap Obligations screen it is only $78M.
