Hello!
It's not a bug, just incorrect league structure. In FHM VHL division winners are seeded as top 4 spots in the playoff. But in reality clubs should be seeded by oveall league standings. As a matter of fact, there should be no divisions or conferences in VHL, it should be just one leage, like Liiga or Swedish hockey league.
So, only this should exist:
