I've noticed this happening too. But for me, more often than not, the attacker on Team A will sit at the line and wait for his teammates to touch up...but they never quite do..and still he crosses the line and play continues.
I was curious if this was just a visual effect because of the player icon mod I use -- on screen it appears, say, a half inch short of an official "touch up", but perhaps under the hood they have in fact crossed over to the neutral zone.
