I've started several fictional league games and have set them up to use full personnel. Each time the league is created there are no staff at any level. I go to the options to fill every level with fictional personnel and only the major league level gets filled, the minor leagues only have a manager if anything. And I make sure I have specifically gone to each minor league level when I do this.
