I pretty much made my own custom 146 game schedule. I use 1980 as my base with 5 man highest rested. Teams have an off day (or 2) every 4-9 games. The top 3 pitchers for each team have about 33-35 starts, number 4 starter about 25 and the number 5 pitcher about 20 starts.
I think if you want your top 2 or 3 pitchers to have a lot more starts using highest rested, then you will have to have more days off than most schedules. Probably 1 or 2 days off every week (sometimes 2 days in a roll) so that the number 4/5 pitcher will get skipped. The more scattered days off, the more times the bottom of the rotation gets skipped.
I think a 6 man rotation starting highest rested would result in the 6th man not getting any starts unless there are 6 games in 5 days.
I know this doesn’t help much if you want to play the regular schedule.
