Thanks for the thoughts but all of that has been accounted for. I have done this a bunch in OOTP 21 & 22 with no problems... yes had full minors, had left everything else on default (the default protected players, expansion lists, etc.). It looks like an OOTP 23 issue.
I had posted this issue in this same thread a month or so ago and got a response from a developer saying they had fixed some "expansion draft issues" in the newest patch. But this part appears not to be fixed. Feel free to give it a shot yourself (I entered in '92 and simmed the year for the 93 draft/season, like I've done before in OOTP 21/22).
For some reason, not all the teams fill their protection lists as well (which is another issue itself, as teams would rarely if ever do that... but should also allow more eligible players- if it weren't for the glitch), and there are still problems not allowing all of them to go into the draft pool.
