So, that's the database error, I'd reckon OOTP isn't pulling the correct Service Time Years number and absent the field being populated correctly in the "Total Pro Service Years" line (seen in the player editor), it defaults to zero. I spot checked of several players from OOTP 21's expansion draft class and their mirror selves in OOTP 23 to confirm this. OOTP23 players are missing this field and it is defaulting to 0, hence they are auto-protected.
Great find! Now if only the developers can see this and fix that change.

P.S. I also wonder why not all the teams were filling their protection lists..that doesn't seem like something I was seeing in prior versions of the game.
