In OOTP21, I did something similar where I created a random debut league, erased all the players. Then I imported all players who appeared in 1901 (through a .csv modified from the master.csv through some Excel filtering), and added an early amateur draft to get players from 1902-onwards, then changed the draft back to the default December date later on.
