The American Circuits—long-running fictional league looking to EXPAND

This is a fictional league (fictional players/fictional teams) currently set in 1964. We have been "human-run" since 1946 (we simmed 70 years of pre-history prior to that).
We are planning a four-team expansion in 1966, which is about four months away in real time. If possible, I would like to get GMs in place for the four teams well before the 1965–1966 offseason.
Current vacancy:
Washington Rough Riders—a rebuilding team that still has some work ahead of it, but is making progress. They’re close to a .500 team in our current season (48-54 as I write this). They have plenty of good young pitchers in various stages of development, plus a young infielder who looks like a future superstar.
Future vacancies:
Denver Burros—1966 expansion team
Los Angeles Blockbusters—1966 expansion team
New York Empires—established team with good overall talent, usually a contender. Their GM wants to begin anew with the expansion Atlanta Geneals in 1966, so the Empires will be in need of a GM beginning that year.
