Customizing the Draft

I might be overthinking this, but oh well.

I have a league that I want to enact a new draft pick compensation model. In it, I picked the Top 30 free agents, ranked them, and if they are signed by another team, their former team gets a supplemental pick after the first round. Or, to make life easier, the second round becomes the draft pick compensation round.

I know there are limited in-game options to edit a round or rounds when the draft opens up. I am unsure if I will be able to put together the order like I want it to be, though. Specifically, will I be able to have the same team have multiple picks for the multiple top free agents they lost? Furthermore, can I delete a pick if a free agent doesn't sign prior to the draft or re-signs with his original team? Or should I expect to dive into a .CSV file somewhere?

Thanks for any help. I tried searching for this subject, but most similar questions were outdated and/or not as elaborate as mine.
