They're usually prospects that haven't played in the majors yet. And in real life, baseball organizations will often delay bringing up their prospects to the majors, even if they're ready, simply to get another year of cheap salary. A prospect who hasn't played in the majors won't have an MLB salary unless he insisted on one as part of his initial signing. And if he did that it's likely not to be a MLB minimum salary.
