A is 25 or 20. When you get to the lower levels, the grades become less reliable, as you will see a lot of players rated as a 20. At these levels, it is especially important to rely on individual tool grades as well as stats to a greater degree than other levels.

Since you're putting that much emphasis on the scouts' rating, what do you have Scouting Accuracy set to? If not "100% accurate", are you taking the average of your team and OSA scouts' ratings?
