Those settings are independent of each other, both will affect style of play. So if e.g. you have someone playing in the Agitator tactical role and lower his aggressiveness tendency, that'll dial down how aggressive he is but it'll still be more aggressive than he would be with most other tactical roles (although you could get to a similar level by cranking up their aggressiveness tendency.) Basically, it allows you define what the players are doing a little more precisely than just giving them the baseline behaviour of the tactical role.
