I support any work that potentially creates a fuller representation of all professional leagues in OOTP.
If there's concern about the poor level of competition, then why not make the Federal League equivalent to a AAA league in OOTP, with appropriate talent and ratings modifiers? It might be a bit complicated and might not be entirely fair to Federal League players, but it's a better solution than excluding stats from the database.
