Thanks for the response. I had scheduled a free agent draft for right before the expansion draft. I completed the free agent draft and went to the next day. The expansion draft was scheduled for that day. When I entered the expansion draft protected lists were complete but the draft was set up as if it were a free agent draft and would not work (start draft button was grey). I had to go back to an earlier saved version of the game and replay. I did not schedule the free agent draft until after the expansion draft was complete. This time everything worked properly.
