Given the timing, I'd suspect it was related to Russia/Belarus returning in 24-25, and looking at a couple of test saves the relegations from I-A in that offseason look a little odd (although it seems to be inconsistent, some were OK). Nothing so extreme as a two-group drop, though. We'll take a look at it, something's not right there.
