My list will be mostly the same from last year, but thankfully we've got the NCAA nailed down. I'm primarily a custom game player so my suggestions will mostly be for that:
1) Generic leagues in created hockey universes. Sounds like this is on your radar so hoping for FHM10
2) Ability to create your own international tournaments/WC/Olympics system, or at the very least have the IIHF setup from a standard game optional for custom games
3) Ability to edit national data, particularly hockey quality. Still unsure how I'm supposed to read the hockey quality section for each nation, something more intelligible would be nice.
4) Ability to create/delete players on the fly like in OOTP
5) Ability to mass/multiple select players like in OOTP so you can call up/send down players etc. without having to do that individually
6) 2D engine still needs a lot of work. I think for now the goal should be to have it look and handle something like from Wayne Gretzky hockey (not the N64 one).
7) A pre-game editor, either for the standard game or a custom game, so you can pre-load players, teams, leagues, stats, league histories, etc.
8) Failing that, at least the ability to import player/team stats like you can in OOTP even for custom games
This year's version has been another big step forward so I'm hopeful there will be a similar amount of progress next year
