This is in a save where I've had to recover from a database.

Two years in a row there were no votes other than mine for the end of the year awards. For example, if I didn't vote for it the award wouldn't be given, and any vote I did cast it would automatically give them the award.

I do not have commissioner mode on. What am I missing?
