For the first one, that sounds like a bug we're currently looking into. Hoping to have it fixed for the update.
There tends to be a lot of Europeans available in later rounds of the historical draft because they're in the database to fill out the rosters for international play. I'm working on gradually adding all the drafted real players to the database, so North America will eventually get caught up.
For the third one, there's no way to add additional leagues to historical games, just custom/fictional games. Hoping to add that down the road at some point, but it'll be a big project.
