Can you show me the player Bio pages for those two? The timing and details are wrong for compliance buyouts and mutual termination, which would be exempt from the cap, but I've tested the buyout procedure on them and it seems to work normally, and looking through a few test saves Muzzin and Pelech always seem to complete their contracts normally in them.
