Yeah, this one has bothered me forever.

TBH I think that, unless you choose the random debut option in the Setup Wizard, you have to take the baby and the bathwater here - with the historical rooks coming in as well. Or else you get what you are seeing here. Which isn't how it should be at all. I wouldn't even be averse to logging this in the bug thread even though it has been raised many times.

In the meantime, if you haven't invested too much time so far, I suggest you start over with the RD option checked in the Wizard. I hate the idea of age-40 Ted Williams being who you get and so I do my RD manually after deleting all the initial players - but it is a nightmare doing it that way.

Sorry the news isn't better - maybe someone out there has the answer!
