The achievement in question is "Tampa Bay - Solid Storm". What you need to do is win the cup by the end of the 01/02 season. After starting a historical game, I have barely made the playoffs but managed to go all the way and win it. Here's my proof:

As it was my first time winning the league, two achievements have successfully fired. "The Pinnacle" and "Fan Favourite" worked with no problems. However, the Solid Storm has not. |
Some achievements (including that one) have to be done in Specific Historical Challenges. That's why it didn't fire in just a regular historical game.
