I'm running OOTP 24.1 build 39 using the OOTP-provided installer (not with Steam). Basically, what's happening is some members of the roster are not displaying on the Team Salary page. This appears to not just be limited to whatever team you're currently playing as -- it extends to, presumably, all teams in the MLB. (I have not checked MLB independent leagues or the KBO). Additionally, this issue primarily seems to affect players with minimum-salary contracts.

For example: The only players on the Tigers that are displayed on the Team Salary screen are Miguel Cabrera, Javier Baez, Eduardo Rodriguez, Matthew Boyd, Austin Meadows, Jonathan Schoop, Jose Cisnero, Michael Lorenzen, Spencer Turnbull, Rony Garcia, Tyler Alexander, Alex Faedo, Cesar Hernandez, and Edwin Uceta. All other players, including Jason Foley, Matt Manning, and Spencer Torkelson, are absent from the Team Salary screen.

The save game that I am providing in the FTP site (which is entitled Team Salary Issue.zip) is a newly-created game. I am playing as the Pittsburgh Pirates.
