I imported my OOTP23 modern day save. The new trading features were instantly available to me. The changes to the international free agents also auto-applied though I think it waited a season (could have been when I imported). I imported on the day the off-season began (2031) and it waited until January following the end of the next (2032) season (so January 2033) to create more.
Overall I had no issues and would import another league if I had one. I recommend playing around with 24 to make sure everything is working / understand all the changes before importing. I put in about 20 hours before being comfortable enough to import the save.
