It's mainly because at game creation all players are ''aged'' linearlly. If a player is evaluated to be an 100pts lower than is OFF/Deff potential, he will be downed 2 pts in everything, even in attributes who never grows like Aggressiveness! And in historical, the players are created too old(17yrs) and the development engine dont have the same time than in regular games to totally work.
In other cases it can be worse... Imagine a young winger. At his peak is expected to have 700 Offensive Attribute pts and 5 at shot power. He start at 500 Attributes and 1 at shot pwr.. You will be lucky if at 22yrs he has more than 3 at shot power! The development pts will be attributed in a mix of the training regiment and the player template (Off, DEF, Sniper, Dingler Pwr FRD, etc.).
