Sorry that's happening.
This is very likely due to a broken installation of the game on your system.
It could also be due to having an old patch installed before some similar issues were cleaned up.
The first step is to make sure you've installed the latest patch:

The next step is to is to verify the installation.
To do that, go to the start screen, then to 'settings' > 'troubleshooting' > and then hit the button that says 'force game data re-installation'. Or if you're on Steam, right click on OOTP 24 in the Steam client, then go to > properties > local files > verify integrity of game files.
That should fix any corrupted files and give you a fresh install.
If that doesn't work, then the next question would be if you are using a custom data path?
If you are, then it's possible the install is not correctly moving all files over to your custom location.
To fix this, manually copy the entire data folder from the OOTP default installation location to your custom data folder location.
