I'm new to FHM 9, played 8 a while ago and I'm trying to figure out how scouting works. Do I assign the scouts to the leagues/regions as in previous versions or do you just sign them and they bring up your scouting level at the region they are based? I went out and signed 20 canadian scouts and after my first month I'm still just at 13/20 in scouting in most regions.
